It's just a GPU boost for the CPU, right?
Before hitting the TDP/PPT or voltage limit, the CPU will boost shit out of it till it hits the thermal limit, which is the case of 9600X/7600X. They have more power budget, so it is more likely to hit the thermal limit.
In contrast, if a CPU already has a TDP/PPT limit or a voltage limit, it will stop boosting further, and it can never hit the thermal limit. And those are the cases that apply to 9700X/9900X/9950X, etc. They don't even have enough power budget, let alone hit the thermal limit.
This is a well-known boost strategy since the Kepler architecture Nvidia GPUs. AMD uses the same strategy since their ZEN2 CPU. I wonder what kind of PC gamer still plays fool on this?
